A Swim England Apology and Call for Change: Lessons from the Ellesmere Titans Saga
January 8, 2026 – Today, Swim England issues a heartfelt apology to the swimmers, parents, volunteers, and staff of Ellesmere Titans Swimming Club, as well as to Ellesmere College, for our mishandling of the club’s disaffiliation. But here's where it gets controversial: had we upheld the standards expected of us, there’s a strong possibility the club would still be affiliated today. The club committee was willing to collaborate with us to address legitimate safeguarding concerns, and it’s now clear that some of the more serious allegations were, in fact, unfounded. And this is the part most people miss: our failures in communication, decision-making, and leadership not only impacted the club but also delayed the affiliation of a new club at Ellesmere College.
Our shortcomings are undeniable, and we take full responsibility for:
- Failing to engage effectively with all parties involved, relying instead on anonymous—and sometimes false—information. This lack of thoroughness led to decisions that were not fully informed.
- Disjointed decision-making and a lack of executive oversight, which exacerbated the situation once concerns were raised.
- Overlooking the welfare of children who were directly affected by the disaffiliation, a critical oversight that should never have occurred.
- Delaying a review of the situation even after new information emerged, revealing that some allegations were false.
Compounding these issues was the absence of a formal complaints policy at the time, which left the Board ill-equipped to address escalated concerns effectively. We extend our gratitude to those who persistently highlighted these failings, pushing us to improve for the benefit of our entire aquatics community. Their efforts have been instrumental in driving the changes we’re now implementing. We also commend those who initially raised safeguarding concerns, as their courage is vital to maintaining a safe environment. Moving forward, we’re committed to ensuring that both accusers and the accused are treated through a process that is confidential, robust, and fair.
A controversial interpretation: While addressing our internal failings, we’ve also uncovered a deeper issue—a toxic culture within parts of the aquatics community. Swimmers from Ellesmere College faced unwarranted exclusion and shaming due to their association with the club. We unequivocally state: such behavior has no place in our sport. We call on every member of our community to actively reject this toxicity and champion the inclusive, supportive culture we all deserve.
Note: The false allegations referenced here stem from a second investigation concluded in January 2022, not the initial Swim England safeguarding investigation completed in July 2021.
